I don't think there's anything I can say that hasn't already been said, other than there should be increased protections audience-side for giving a chuuba large amounts of money several times over with nothing to see for it.

Is the solution increased legal oversight? I don't know, maybe! At the rate things are going, this sort of nuclear option may be necessary, as will the growing pains afterward when the "ez money train" has left the station. I do not trust the VTubing community at large to self-police things like this, especially when it's wrapped in several layers of calls to emotion and parasociality.

Everyone has their problems, yes! You do, I do, we all do, life's shit and we gotta roll with the punches! But not everyone can get away with raising large amounts of money, promising things to do with that money, and not delivering - let alone multiple times over! It is becoming increasingly more difficult for me to be sympathetic as time passes, and believe me, I desperately want to be! At the same time, I am easily emotionally manipulated, so I shouldn't be the one to run for defense in any sense of the word; she's a big girl, she can do it herself.

I feel like a sizeable amount of her "haters" would be converted to sympathizers if they were given the full story, but unfortunately this sort of thing is impossible due to her previous work, so what she can do during her hiatus is to slowly re-build her reputation in a way that doesn't include asking for money again. It's going to be a long, difficult path for her to take, but it's entirely up to her whether or not she wants to take it - but I strongly suggest she considers it, if she wants to continue VTubing in the future.

Donothons/subathons and other things like this should be done for special occasions and infrequently. If one does these often, and especially not fully deliver on any of them, people are going to be skeptical and criticize when that person continues to do them, no matter what the excuses for not delivering on the previous ones were. Pochi or whatever the hell she's going by now hasn't shown any growth from her "mistakes" because she keeps doing the same shit and piling on top of them. She has failed to deliver on every single donothon and has done more than any other vtuber I know of. At this point, if she wants to "move on from those past mistakes", she's going to need to roll with the punches and distrust in her and prove to everyone that she can actually "do better", and that'll take time. But I doubt she'll be doing any of that. I find it more likely that she'll eventually come back with another money-grabbing event before she actually does any actual damage control.

The thing that these people need to be incredibly cautious of is that this entire medium is primarily funded by voluntary donations that only happen due to goodwill toward streamers, and it's been a very long road getting to a point where this is viable. I feel like some of the younger people in the community might not remember this, but about ~10 years ago asking fans for donations was a huge faux pas for a variety of reasons, and it was only because enough reputable creators managed to very slowly and gradually ease their audience into supporting them financially through Patreon/stream donation goals etc. without compromising either the quality of their content or their personal integrity that it became a socially acceptable means of funding when the YouTube "adpocalypse" happened in 2017. That goodwill only goes so far though, and if people feeling they've been fleeced by creators they thought they could trust becomes too common of a trend then the overall attitude could easily turn back around in the other direction.

There are things I can look past with Fluffen/Pochi; I don't trust Aviel in the slightest so I don't doubt he was making the Idol donothon more difficult than it needed to be, and a lot of independent creators make the very easy mistake of putting an unmanageable amount of work on their plate so I wouldn't hold that against her if she were trying to get back on top of things. If she were just slowly chipping away at her outstanding commitments without promising any new goals or incentives until they're done I wouldn't have a problem, but her dipping again while complaining about people criticising her donothons leaves a really bad taste. While I agree that it's very easy for bad actors to tarnish your reputation unfairly, being able to host a personal fundraiser without getting backlash for it is a privilege for those who've earnt the wider public's respect, not an inherent right for anyone with an internet connection and a vtuber model.

Honestly donothons are an inherently sketchy concept. The whole point of them is to hold out something people want and are willing to pay for, but call it "donations" so that you don't have even the minimal obligation to deliver that crowdfunding involves. If the audience gets burned and learns to not trust them, that might be no bad thing.

For any chuuba that is work-oriented and wants to build a solid foundation over the long term:

Return to old fashioned “I provide product and/or service, you can pay for it if you want it” model of business, utilizing one’s streaming and overall brand as the prime method of advertisement (the “free sample”)

This would require actually creating something worth paying for, however; and that’s a lot of work, which many fail from the get-go. It’s hard work, yes, but the skills will transfer better post-vtubing than your standard fare (no, OF/Fansly doesn’t count)
