If you can buy the full rights for a model, or several models to use, you could actually release it for free for anyone to use. Make it open source. Like, if you're just starting as a vtuber, here's a free professional-level model, and you can add your own touches, change the colour of a few things like hair and skin and clothes and make it yours.
