I don't think concerts are the main background work Holo girls have. Obviously for some people they are, but it's not for most people there's just gen anniversary and holofes.
It seems to mostly be merch prep and recordings for sponsors/conventions/special projects/group songs. I remember when the world of warships voice lines leaked, that collab was fully in the game files but for some reason didn't happen for a full year, I bet there are dozens of things like that which are recorded and are just vanished into the aether without ever seeing the light of day. Likely 50%++ of your oshi's work is going into a dustbin. That's the kind of work Hololive girls are escaping by going indie.

Sounds more like the third party intermediary cut them off, since they mention losing non-credit-card payment methods at the same time.

Mahou Shoujo Holowitch, a multimedia project announced 2024-05-14 which included Sakamata, will continue without her. (archive)
Best case would be that Sakamata explicitly opted out of further work, or the required scale of work, on this project and so they're writing her out. Neutral case would be that Cover is applying graduation protocol without considering the affiliate conditions (and the cynical case is that the conditions are not meant to be actually used).
Given the launch date, one also wonders when she made the decision to Watson out, though obviously the project would have been some time in the works.

The event was as follows
- Chloe was still sick from the coof
- She was asked to record
- She relents because she doesnt think she will be fine
- She then decides to do it anyways
- Staff there was Yamanbaing her into doing it
- Recording was hard because she was not up for it
- She never repeats she was sick and just takes it, she seemingly never told staff about her condition
- Goes home, cries
- She then tells her mane chan its not really too possible for her to keep going
- They give her the ok and she just records another day

If that's how it really went down, then that sucks hard. It could've been avoided if everyone remembered basic rules of civility and harmonious workplace practices. But managgers will managg, one way or the other. Fulfill your quotas comrade.
