Her apology might mend things with friends, but the possibility it makes current niji-fans (or enough of them to fight back the ones that will go after her) forgive her/give her another chance is so miniscule it may as well be classified a mathematical impossibility. A good crop of niji-fans already hated her because of the aster stuff, now they have more ammo.
I doubt she'd get much going right-wing grifter either, but the chances were at least somewhat higher than trying to court niji-fans again. Admittedly, as you said, that route would also alienate most of any friends she has in the scene.
Someone on Twitter is claiming they have video evidence of Twisty and some of her friends in Discord shitting on troons, Indians, and Nijisanji.

This was not a "reasonable statement". It comes across as incredibly insincere, and doesn't actually help her at all.
The Wokescolds who have an axe to grind will continue to attack her and take this as a sign of weakness, as they always do when someone bends the knee and attempts to apologize.
The people who would have supported here because she was based will now be disappointed because she bent the knee.
In other words, she alienated everybody and gained nothing. Her career is torched anyway. There's no coming back from this. This insincere apology where she pretends "I've completely changed guys, really!!" when the stuff that got leaked ain't even a year old yet, and how she "totally didn't understand what she was doing was hurtful" is just cringy, to be honest. They didn't support her, they wrote a tweet. They wouldn't have watched her streams, wouldn't have donated anything and a majority of them would have forgot about her the moment there is another girl on twitter saying similar things.
And it the audience you wanted her to court has got to be one of the fucking worst. She wants to be a cute loli on the internet, those people only want her to insult minorities and when she stops, they're gone.
She would have gained that audience at the expense of most of the friends she made in her time as a VTuber. Relia Lace, a VTuber for who Twisty basically did the graduation programming with multiple streams for her on Twisty's channel, Vanta, Kyrio and all the other people she grew close to in Niji, Karuva and other Indies and small corpo VTubers she did most of her collabs with, and most importantly her two genmates all would have probably thought twice about continuing to associate with her.
Whatever you think of their reasons for believing what they do, a lot of them wouldn't be able to square what she said with their personal beliefs and wouldn't want to be friends with such an incendiary personality.
She would have lost a lot of her frankly necessary emotional and human support and she would have been left with nothing but the same pay-piggies that helped getting her into this mess in the first place and some spergs that cheer when she says slurs in game.
Losing a majority of the support from the Niji base was inevitable, but the connections and friends she has will be her best shot at building herself up again in a way where she doesn't lose her damn mind.

There was a rrat that Twisty was subtweeting (as in, not mentioning or retweeting directly) her outfit announcement with something like "Feels bad when people get to celebrate things when you took that opportunity from me".
Neither the connection between Twisty's tweet and the announcement, nor this tweet and Twisty's leaked audio are concrete though. But it's just another thing that adds to the mess.
