The thing is, we've been hearing these same excuses for Niji riggers for a long time now. I get that it's hard to start out in a worse situation compared to your peers. I really do. But for things to still be this bad for Niji riggers, for this long, means that there is just no real drive to change their situation. I'm sure they could do better-after all, it'd be hard to be worse - but the fact of the matter is that most riggers are not particularly prone to bettering themselves in the same way as "normal" people. I bet the only real restriction is they can't stream with (fresh) retirees using niji identity or directly promote any alien accounts, as it's too much conflict of interests.
It is very much a rule, because Quinn has confirmed that the rule was still technically in place after talking with Enna about it a month ago and Niji's explicit policing of personal accounts has been known since Niji brought it up in Zaion's termination letter. For some reason they aren't enforcing it anymore. Maybe Vivi has a different manager, maybe it's something that gets saved up for Niji's termination hitlists, but we know for a fact that it has happened and should still be going on but isn't. The Mogu collab with Sunny would NEVER have been allowed before, the Niji contract has been leaked and we know it's technically a breach of contract.
