If you're talking about Dizzy, she was a streamer in Tsunderia before she was a manager at Phase.

I honestly couldn't tell you if it's a meme or not. I'm not sure about most Windows Installs not letting you continue as my current PC let me use it like normal until I got fed up with the watermark and being unable change my taskbar location about a week in and then I ran the script to activate windows.
