Considering where she was a month ago, hearing that she has any sort of motivation is a fucking relief.

Or better yet, management is lying and they had the perms but they wanted to fuck with Selen.

I posted a clip from a Selen stream where she discussed it - she had all the perms except Lilypichu's, who she got to reply to her manager's email & said manager got back to her confirming that all the perms had been obtained. If there truly was a perms issue (big if) it wasn't from the artists, song owners, etc.
I've seen speculation that it was the presence of graduated talents, but Niji does not require permission from Niji to use their own IP.
The graduation notice is worded in such a way they could claim the "perms issue" is anything at all, but I believe it's just to obfuscate what the real reason is. Selen herself was obviously convinced that the song was never going to be officially uploaded (which it hasn't) despite managements claims.
