I looked up the transcript of her 2 streams on that day (the league stream and the buckshot collab with Daiya) and did not find a single line of her ever mentioning "shipping", "fee", and the one time she did mention "merch" was her saying she'd like ring merch so you could never take it off.

That has nothing to do with what she said. She said she'd rather die than get an actual job, which lines up with someone that has had to work miserable retail jobs and never wants to go back to that.

It means they're garnishing her wages. It sounds like they told her "yeah, you should definitely get all these assets commissioned for your debut, send us the bill, and we'll cover the cost!" only for them to turn around and start taking that out of her paycheck because in truth, they were only going to front the money and they obscured that fact so she would become indebted.
We already know NijiEN unironically gaslights their talents by telling them they're worthless and they'll never survive without the Niji brand based on what we've seen with Selen, Pomu, and now Vivi. They tell them to quit their other jobs so they're solely reliant on their NijiEN career to survive, just so they have better control. I'm betting their plan to "make changes so the Selen incident never happens again" that they promised is actually them making the talents even more reliant on Niji, like telling their talents to outright delete their PL accounts so they can't restart there. Unironically putting the talents in debt to them is logically the next step in a manipulative/abusive relationship. They are closing all escape routes for their talents and making them solely reliant on NijiEN while convincing them that if they leave, their career in the industry is completely dead. I guess they've learned its better to keep their talents as debt slaves than to bully them into depression because they might just kill themselves like Selen tried twice.
