They have exclusivity clause, yes. It's easily breakable in every jurisdiction, but it will require someone to bite the litigation bullet. To compare, Holos are allowed to do anything on their PL besides say they're who they are of course and any form of Vtubing and I think the rules on vtubing are pretty strict: Nothing more than a static png. Otherwise, they can stream, make merch, voice stuff, etc as long as it never leads back to their holo identities in a blatant way.
