The Eisenhorn trilogy is often regarding as one of the high points in 40K writing and serves as a good entry point for newcomers. I also heard good things about Gaunt's Ghosts but I have yet to get around to that series, I just started Ravenor recently.

The best writing I've ever seen for 40 k was Farseer, by William King.
