I just don't like mental issues being a factor worth considering in the first place. If they're that mentally retarded that they're causing regular public disruptions, and their family aren't willing to wrangle them, they need putting away.

I agree, and I think many people feel the same way. However, there is this insane attempt to try and normalize the mentally ill. People like this women can't exist in society normally. Either have asylums because the alternative is them being homeless drug addicts or convicts. The best solution would be having longterm mental care where people can be committed.
