Also suppressing dissent about foreign policy, like during WWI and WWII.

Edit: Literally one of the stated points for the creation of the FBI from congressmen in the early 1900s was to spy on political opinions of Americans, like anarchists, secessionists, communists and people who didn't like rich industrialists.
