I've heard stories of shit cops, but I have never had an encounter either like these either.

Not to sound, well wait, To sound pretentious. We are all animals, and have animal instincts. Some of us no doubt give off different vibes than other people. So while its true that some places have shit or brutal cops, at the same time I can see Pippa as giving off like suspicious or highly anxious vibes that would trigger an authority figure.
