Looking at Tennessee's rules on conservatorship there are a few types, basically partial or total. Partial are for just some part or parts of your life you're so disabled you can't make decisions, total is total. A conservatorship as a result of "mental health issues" would bar a person from answering ATF Form 4473 question 21. (g) "Have you ever been adjudicated as a mental defective OR have you ever been committed to a mental institution?" in the negative. He is unable to own/possess firearms, I believe even with a partial/limited conservatorship.
His parent/parents could be liable under Tennessee law were he to use those arms, or to have been gifted and then used those arms after the conservatorship, in a crime. There is a federal law defense that if they're locked away they're safe if he really stole them but they're still potentially legally negligent were he to just be able to pick em up within the home. These sorts of laws are NEVER used against blacks and only used against white but he's a great case to use them against even with that sort of racial disparity due to his obvious risks. Insane.
