The way I interpret it is that she can make random appearances (I wouldn't expect them to be frequent) and do contract work with them, plus still get money from merch sales. She is supporting her whole immediate family, IIRC, so I think that is a pretty big deal for her.

Then she can take a long hiatus? I mean her streaming frequency has decreased a lot this year even compared to last year which she has some period of resting.
I can understand she might not make the most financially reasonable choice but if for reasons like taking care of family members I would say taking an indefinite hiatus makes much more sense.

Given the sentiment of other members, I think transition to a full-time staff might be unlikely. My personal guess is that she really has something she wants to try out. Given the fact she recently renovate her studio, and from time to time she has expressed the "limits" by the management ( which to be honest might not actually be the management's fault as Cover is now a public company and would have a lot of business concerns ) ( I don't have an actual proof this, it's just my gut feeling as I watched almost her every stream ) . So she would actually do something outside of the character Amelia Watson, meanwhile cover might still want to collaborate with her given her talent so that's how they choose to go for now.
