Not necessarily. You can't be 2 vtubers at once if it will conflict or cause conflict of interests, but people still do PL/IRL stuff while in Niji, many just chose not to because that was the MO of all vtubers going into corpos in the earlier days. Exception being Mel and Noel still deep throating their mic on the side. Pomu had the ability to do things as Mint if she wanted to but she used it as a journal. Selen did her art stuff on Doki (mainly for clients ghosted when she became selen) and (in)famously, Hana getting pounded by her (Dad) on the side are all fine. I think like Hololive it's more of a case by case situation, something Sayu leaked in her original document.
Twisty situation is probably toeing a hardline of what she shouldn't do as she'll be collabing, but at the same time she's pretty much shitcanned so she may as well do it. NDA is funny like that because Niji is also held to NDA so they can't call out her behavior directly either because they don't control the personal lives so as far as anyone is in the know, she's just on hiatus.

The first account with the underscores is the one vtubers used when talking about the collab, so I highly doubt that's a fake.
Could be pure, but I wouldn't say its impossible that she has 3 accounts.

My opinion is that if she is in direct contact with this Arial Yukio person insofar as to have a special event collab with her soon-ish then i would think she would ask to tag the right account or there is some fuckery going on. Or maybe im overthinking it and she just didnt ask

Of all the many heinous and accursed sentences I have read in my years of following vtubing, I think I hate this one the most.
1. Hololive is not nijisanji. Pretty weird to use them as example for niji rules.
2. twisty explicitly said in the leaked document niji told her to delete her pl and that she can not earn money from outside of Niji.
Twisty secretly created a private discord with her paypigs so she can earn money for food (which niji $100 paycheck cant cover). Management actually found out she made a new account and they scolded her for it. She thinks they had managers spying in 4chan, but I think her one of colleagues snitched, Niji managers doesnt do shit and we know nijiLivers like Luca browses 4chan.
3. pomu kept a dearsqn (non-vtuber) account for journal purpose but she graduated mint and doesnt touch it during most of her time in niji. And even if she did she never streamed or earned any money on mint account. That is strictly forbidden.
4. nobody in Niji gives a shit about what Hana is doing because she is nijiID. She has no manager nor management. Niji is just ignoring her until she graduates on her own. Basically what happened to Mika.
5. Selen is a weird situation. I'm pretty sure she did it without permission. That was her entire thing in Niji. Manager told her not to do something, she id it anyway. She buttheaded with management all the time which is why they hated her so much.
that being said they allow PL when it comes to defending the company. I remember a bunch of nijiEN male tweeting in support of NijiEN during the debacles. The delete your PL thing must have been a new policy since when Scarle is debuted, or just specifically target female NijiEN.
