Pippa reminds me of someone I used to know who basically gave up.
They dropped put of highschool and got a GED, never pursued post secondary education and never left our hometown.
Its so frustrating listening to people like that complain about their lives when they themselves are the only ones who are able to change it.
If by rural you mean bumfuck nowhere, far away from people. The Internet situation is ass (mostly Fixed Wireless iirc. We're talking you're getting beamed internet from a nearby grain silo for 25/5 mbps). Any decently developed town will have moderately good internet. The "Cities" will probably have the best internet service and you can just live in a suburb/outskirts of them.
At the risk of sounding hyper schizo I'd tell you to stay away from Sleepy
