The porn, if you can believe it, was probably the last thing ZUN wanted out of Touhou. The stories are pretty barebones but he provides a good amount of supplemental material to give the characters more of a personality. Fans fleshed it out far more after that.
The big draw initially for a lot of people was the dichotomy between an extremely hard bullet hell and cute girls - basically everything after that was the result of ZUN just making cute characters with interesting personalities that can be extended to fan stories and fan creations. To this day, Touhou still has the largest market for non-H fan doujinshi for that reason alone.
