I'm not with Pippa on the philanthropy thing when it comes to their being a "real solution", there just isn't one generally and the universal ones just result in Canadian suicide policies.
You also have to think how many stores there are and how many people you'd need to send out to make this a thing on any meaningful scale. Mostly it's probably just some small pockets of independent middle management dipshits trying to pad their stats in any way they can.
It's probably less common than it's being made out to be. Stores have employees to "front" things where they go through the store over time and pull 2 units to the front to make it look like all of the shelves are full and perfect, and this is done every few hours, so messing up shelves probably doesn't make sense.

I will say on the point of philanthropy that doing something on your own is better and more worthwhile than just directly donating to a charity. Most charities are scams and misuse the funds given to them. Always have to do research before donating to a charity.

Taxes are the worst, as not only does it not solve the problem, it just goes into the pockets of politicians and reduces the charity normal people can do. Keep the government as far as possible from everything.
I agree with that, if you can, find people to give to directly as not only will it not be wasted but it actually gives both people a person to associate it with instead of some abstract entity.
