Hard to say but the shop skins run between 8-20 bucks each and you need gems to boost a few varies faculty sizes (your dock space aka max number of ships you can hold) is the only one truly needed and even then that's only if your a collector.
She has spent gems upgrading buildings all over as well but the game gives a somewhat decent number of gems as well but a lot is a very safe bet

1.2% with a 200 pull pity you can get 4 times. The game doesn't hide it at all
Edit - and for rigged callers I pulled 4 Bismark Zwei's (also a 1.2% UR) in 34 pulls in the last event including 2 back to back. Sometimes RNJesus just smiles on you.
