Well that has to be one of the worst features imaginable for a website that hosts human-generated art right alongside promptslop.

It was a feature from before AI, basically to help people add tags since not all artists tag their art of course (some don't even name their art) and to help with tag searches. I remember meme tags like なにそれこわい but generally they are helpful.
This time I guess it's due to some AI users not tagging their art as AI and flood the tags so others will manually tag them as AI (or report them to pixiv and with enough reports they will have AI label). Keep in mind the artists can remove tags attached to their art.

My personal opinion is that it's a reasonable price, as long as the talents can reasonably afford it. No matter how reasonable Pixel Link is about linking to other accounts, it's better to keep the original account and not risk losing part of your audience changing to new accounts. A high-quality corpo vtuber model could easily be worth $5,000 or more, especially if it's by a well-known artist.

But what does everyone else think about the $10K buyout price?

Normally a bankrupt company would just auction the assets and take whatever they can get, but when there's only one possible buyer that doesn't really work. "List price for this kind of model" seems reasonably fair, or you could argue for halving it to split the difference (since they're worth 0 to anyone else). Can't be a fun negotiation to have, on either side.
If one of the talents was sharp-elbowed enough they could try to buy the company themselves (if it's bankrupt), or if it's being wound up then any copyrights they don't sell/transfer might just revert to the public domain and a talent could keep using them, but if other talents have paid 10k then anyone who tried something like that would get eaten alive even if they're legally in the right.
