In arcane s2, Ambessa mentions 3 values of Noxus as might, vision and guile. These 3 values represent (or are represented by) Swain's council Trifarix who are Darius, Swain and an unnamed person called the Faceless. So unless they plan to change everything about Noxus' lore, Swain is already in power. They will definitely make a big deal out of her, considering she betrayed Leblanc at the end and seems to be quite powerful. E:They also said they will put her family in an important place in the nation's history, so it's still possible I guess.
