I don't think you can argue that it's being successfully enforced based on the lack of products. There's a lot of vtubers who never get doujin material made of them. If there had been some before and it dried up afterwards, that'd point to success or at least some kind of correlative impact. But I don't see it here.
What do you think they are selling here at a doujin convention? Friendship bracelet?
Anyway VSPO is the 3rd most popular corpo in japan. It's the fucking nation of hentai, not your average kirsche/hexa fanbase. The third biggest corps would spawn legions of lewd if they are allowed to. VSPO managed to curb that. Not because there is no demand or supply, but because people dont wanna get sued.
Their policies mainly hit online artist hard but has less of an effect on physical print as the profession itself isn't very profitable and might not pass that 400.000 yen/year mark (You have to rent booth space, set up a booth, print your doujin and beg people passing by to buy and there's no guarantee of selling out and you can over print) etc. Most people do it as a hobby and they goes in the red all the time.
Honestly they are only this "small" in the convention because of VSPO policies. If they allowed free for all they would probs be niji-sized
btw VSPO policies sweep all artwork including fanart, not just doujins. 18+ fanart are banned altogether.
