I think the main difference is that the Lazarus Pit and The No- thread are in different sections of the forum, with The No- thread belonging to a "need account to view" section. Which would make sense for it to go into the Lazarus Pit as there's no real drama to discourage people from finding the info and harassing them.
Lazarus Pit is for talents that would eventually return as different persona, while Not-Thread is mostly to keep track of talents PL, whether they would return back or still active. It fits what Panko Enjoyer said because some of the PLs that was listed in the Not-Thread is still active in their current avatar and it would be bad if some random underage proto-nousagi found about it and start selling it to buy robux.
Something is gonna be announced by the CHaD+Rock girls in about 45 minutes. At least it seems like that, because they just talked about "something happening" then. Or maybe in 15 minutes? They are being cagey.

Ina talking about the "Best Art Vtuber" win. She feels like she doesn't do much art streaming compared to the other candidates and she's more of a "vtuber who happens to do art" than an "art vtuber".
It looks like Globie is stealing adapting the idea of Phase Weekly and doing a show hosted by Miel the French bear covering things the streamers have been doing over the past week. I think that's a great idea.
The whole Marina and now the whole Cyberlive cucked mod thing has made me realize how incestuous this whole Vtuber thing is. Seems like everyone that's in Vtubing knows everyone else in Vtubing. Either they have collabed, or are acquaintances of past lives or some shit. Shit's kinda weird but it makes sense now why such a large part of it also seems to be toxic as fuck. Its a big Highschool and the different cliques that sometimes overlap.

We've been seeing it with corpo debuts in the past year too, including Phase Gen 3 tonight. I can't think of the last time I've seen some random newcomer debut instead of a known vtuber reincarnating.
