Eye colors are different, Shiina has brown eyes while this girl has what looks like grayish/blue eyes. Noses are also different. But to be honest those are the only things I found different.

Cosplayers sometimes wear coloured contacts to match the character's eyes. Not sure if that's the case here, but I wouldn't use eye colour in cosplay photos to prove or disprove a connection.
