There's probably a couple of things. The first is some sort of scalping prevention makes sense, but not having that before the launch was incredibly dumb. Which is why it was really suspect. Offering refunds points to them just not thinking through what they were doing, but it doesn't change the issue around IDs and their volunteer staff having prog-brained buffoons that are security risks to people for political reasons.
I shall note if anything came of a Doxxing via their check-in system, oh boy would they not want the legal ramifications, so it strikes me they've gotten the message. However, it also means that it'll be a target point for the blue-haired freak types.
The people defending the ID checks, have very poor excuses and are likely the same people who responded to concerns of government surveillance with "I got nothing to hide" (i.e they have no concept of privacy).
Even if I did agree with the ID checks, Offkai has proven to be untrustworthy has they've hired both staff and volunteers who are also far left activists, who have proven to have zero qualms about doxxing people they dislike (be it vtuber or attendee).

There's more people unironically crashing out over this stupid shirt. I'm pretty sure the fun comes from the idea of being unceremoniously dragged away from your oshi screaming and crying by unpaid con staff for forgetting your license. And/or it's a jab at the hysteria the ID rule caused because
