I think it's less hoping that the ad impacts people directly, and more hoping that "Phase Connect buys adspace at otaku central!" goes memetic on 5ch.

I think this move is more about "Hey guys, we're Phase-Connect! An established vtuber corpo from Canada and now Japan! We have the capital to fucking invest in digital billboards on THE Shibuya crossing because we are a R E A L vtuber corpo". Japanese vtuber fans are huge corpo whores after all. It's the only reason that I can think that makes sense as to why they chose to advertise in Shibuya rather than the usual otaku places like Akihabara.
