I think it's really simple. If something has a fail state, it's a game. If it doesn't, it's an 'experience' of some kind. Doesn't mean 'experiences' are bad.

I don't know what a "kinetic novel" is, but visual novels objectively aren't video games, they're not any more interactive than a CYOA book.
Looking into it more, looks like a defining feature of Kinetic Novels is that it's addressing the player directly. That's actually an interesting point, if it's from your perspective it's not like most books or movies and more like a game as those are always from your perspective.
