Because they're not trying to be female comedians? When you qualify it as the X of Y you inherently create a shitty product as opposed to being your own thing.
A lot of comedians are propped up by pedo wood to push agendas. Vtubers have no such institutional advantage (now) and must rely on themselves to get to where they are. Even for the big companies, you still have to work to get the big HoloNiji benefits.

Female entertainers are typically propped up by their appearance, attractive people tend to be dull due to lack of neceessity. Middle of the road chicks tend to be the funniest since they can trust having a good personality can make up for what they lack in appearance while true uggos are often too bitter since they through experience know they can't.
