Almost everyone. Airi said it's everyone in gen 1 except for Lia and Pippa, all of gen 2 except for Shiina, and Lumi and Ember from the invaders. She made it sound like there was a chance of some of the gen 3s showing up too.

I did never dive very deep into touhou beyond reading some wiki stuff I was curious about and listening to the rearranges of the themes on youtube. a lot of mediocre stuff but some were really amazing, too bad the guy who had them on his channel years ago had it all taken down because he kept getting copy right strikes

I'm late but that's only because when Pippa said "I like Sanae" I cringed so hard that I passed out for several hours.
I can't recall the exact source but I vaguely remember that ZUN described his work sort of like H.P Lovecraft's works. There's a foundation of lore and fans can build up and add their own sort of story and interpretations of the characters from there.
