you have 3 main types of attacking in game, melee range or mage. all can be used at anytime and swapped between instantaneously. most endgame content requires the use of them all

It's just skill & gear based. You level your skills to determine how good you are at a given style of attack (melee/ranged/magic) and what gear you can wear. Your "build", such as it is, is basically just what stuff you brought and reacting to the rock-paper-scissors combat systems.

I don't actually know which hood that is specifically, if it's the white mystic robe hat like I think it is then you'd need membership. But the desert robes and even the hat would be really cheap.
