I think you're jumping to conclusions too fast from this. The leak cuts out what the context of whatever tards she is talking about and what they did to annoy her and it's pretty obvious she's not talking about her fans as a whole, but a specific group of them that is ruining what would otherwise would be a good streaming experience.
Would the rule breaking tards even show up on the vod chat log if they got banned/timed out? Messages get nuked when that happens, so I don't think you'll be able to spot what the issue could be from a vod.
I recall her complaining a long time ago (may have been during a horror game?), about how some people were getting too carried away and forgetting that she's an actual adult just playing a character and not a kid they have to babysit and worry like she can't do any by herself. Wouldn't be surprised if that's who she's complaining about as that's something that I see happen a lot to vtubers that play any kind of "cute" (not necessarily loli) character type.
