Yes. It happened and continues to happen, Tumblr is probably the worst non-twitter place for it. But it's still significantly less prevalent on Tumblr than Twitter.

I don't really follow this line of reasoning. My understanding was the GGN Live was a side project of MangaGamer, a game publisher and localizer. Sure, they could have given more money and attention to GGN Live but it's not exactly like they could shift their whole business to that.
