They were directly @ing the members, might include stream chat and video comments. Outside of that Chloe doesn't really have dedicated clippers or a real presence for the English community. The few time she were clipped is when she do something really susge.
HoloX (and to some extend flowglow) are kinda having a "golden 20" effect where the more hololive debuts the harder for people to keep up with them. Regloss were an exception but HoloX and FlowGlow really struggled with having EN clippers and a foreign presence despite their inverse popularity inside Japan. If tomorrow one of HoloX like Lap+/Koyori graduate, EOP wouldn't really care. But they are hella popular on the JP side.
