Shion claims she's been on the Internet since she was very young. Her recent hiatus that was ended mostly because of Aqua graduating was because she realized she was starting to burn out and wanted to take a break before she began hating streaming and everything around it. I have a lot of respect for her and this decision because, as you've said, she seems to be the exemption for something like this. I can't imagine too many younger individuals would be able to make this kind of a decision at the right time like she did. Hell, plenty of adults can't.They seem more like the exemption than the norm really. Haachama is made of rather stern stuff and I don't really know enough about Shion to say much about her, but they also have the benefit of Cover being rather decent handlers for them and backing them up on issues fairly.
I agree on the stance for children though. In general, a kid in popular social media is usually a recipe for disaster. The odds of fuckups happening are way higher because they're often too stupid to realize doing dumb shit for the world to see can have repercussions.

I think the big difference is Japan treats streaming and idol culture like the West treats acting, in that you can have a child actor and it's treated in a professional manner as long as you keep Kevin Spacey and the others like him away from them. In the West though streaming is much more of a bottom up approach that isn't as corporate, so the default is that it should be an 18+ profession because not only is there the lack of a corporate buffer to provide some level of protection for the streamer but also the way people interact with streamers is much less polite.Japanese corporations see no issue hiring minors for either the idol or vtuber industry. A whole ton of vtubers started streaming as minors. It's one of the most common 'admissions' I've heard behind the scenes in the industry. Is your oshi currently early 20's? Yeah, she was probably already streaming at 16 or 17 and already applying to corporations by then. I don't like it at all, but it's totally normalised within the industry. Hell, nobody ever bothered asking me what age I was when I started joining random IRC chats nearly 20 years ago, or how old I was when I was playing online D&D 15 years ago. I know we like to rag on places like AkioAIR for openly stating they hired a minor and acting like it wasn't an issue... but that's because it really wasn't (within the industry). They just underestimated how hard the backlash against admitting it publicly to the international market would be.

The voice isn't for me, but it might be for someone else out there. Doesn't seem to engage in dramabaiting/politisperging and works making assets for other vtubers. I think it's fine.
One difference with idols is there is Idol schools. For example Perfume met and formed in idol school when they were like 13 I think. Unfortunately there is no real Vtuber school (that one from Niji or sony isn't the same as a brick and mortar education).
