Well, technically, thats how you would get some Games in the past, like I never played Quake 2 and many other Egoshooters, cause it was on the so called Index. Where Games are technically not banned, as you still can import them, but not allowed to be shown/sold public, as long Minors could see/get it, and in some cases not even allowed to release in Germany at all to avoid Confiscation. For example Quake 2 got removed from the Index in 2019.
