You fucking cocksucker, that is the definition of popularity contest. They ASKED for nominees, and as such the clique around Filian circle itself was in. Hololive got in for popularity, the others got in for how relatable they were to Filian herself, thats why most were from Twitch or hoes around her numbers.
E: To add to this, many did campaigns to earn a spot, I remember vividly discussing with people on who to vote so we don't waste it. Case in point:
