It's giving the background, but yes. The official story is that a madman decided to kill Kennedy, and then the nightclub owner (who definitely didn't have ties to the mob, who also helped Kennedy win the election) just killed him for daring to kill his leader. Then they accepted his story and never looked any deeper. The end.
