Not quite. There are probably plenty of servers out there that still hosts Nolan despite his infamous nature. The internationals/Japanese/Indonesian/Taiwanese hubs might have plenty of specific talent vtubers of agencies like Hololive or Nijisanji that has been told or heard about him to the point that he's on a "ban on first sight" list, but those servers that aren't centralized to said "hubs" might still let Nolan slip and stay if the owners doesn't know about his reputation.
