I think when most people talk about "modern art," they usually mean fully abstract art that is typically publicly funded and designed to maximize the amount of material used (thus justifying a higher amount of funding you can skim off of). Dali was painting things the mind could engage with, and even Duchamp's "Fountain" works as a commentary on the state of art at the time.
