U.K solved the issue a couple years before the whole of the U.S did, Canada, a decade prior. The problem is the defense against accusations of marital rape derived from English Common Law potentially going back to around ~800 A.D, though no surviving documents exist with that argument laid forth. This stuck for a LONG time in culture. France 1990 allowed prosecution of marital rape and sexual assault. Can't find the nip's enaction date of their no rape law(s) as I can't read moon runes. Though, I know the Nips struggle with adequately punishing pretty much all forms of sexual assault even when shit is a no-no on the books.
