I never even heard about him stealing rigs. Everyone talks about him as one of the premier riggers and wanting to work with him and if you can reuse parts of old work on new projects thats just good business. How many ways can a live 2d even fucking move. Probably just smaller riggers trying to cope some commissions out of a joke they dont like.

From what I know is its not easy to get lined up for his commissions so I am not going to blame him unless he is actual stealing work from someone else. Its the same as react slop content. Can't blame them from keeping it up if the views are still good.
He uses the same basic rig for every model he makes. The 'stealing rigs' is a Chinese Whisper about this practice. He's good, but he's a businessman, not an artist. He refined his craft to be able to crank out results at high speeds, but you're getting what amounts to an incredibly sophisticated and personalized V-Roid.
