Personally, I think out of Justice - it's Gigi and Ceci that has found their comfy niche of being just yap & giggle gremlins that the rest of the branch seems to commonly find comfy to collab with. And that's not even taking into account their "Autofister" collabs with each other that's usually guaranteed to get views. They may be lagging in subs but they're both neck-and-neck on superchat earnings and have outearned Raora and ERB (though not by much really). They'll be great when they get 3D but they don't really need it. ERB seems to be the one that's guaranteed to get a boost once she gets around to actually live singing and performing with 3D.

I just know Gigi is going to be an energetic menace in 3D so I'm looking forward to that.

Eh, she's doing fine. She spammed karaoke rebroadcast 24/7 during all timezone and is the fastest growing Justice. What she needed isn't live performance or 3D. She needs to actually release song covers and music videos. Short form content that people will consume instead of her hours long karaoke livestreams. She's really conservative on them for some reason.
If anyone is muted by not having 3D it's Cecilia, she is saving her violin shit for 3D maybe. But she hasn't brought up her violin again since debut. Another thing I missed from Ceci is karaoke streams. I loved her first one where she jumps from french to german to spanish songs. Literally noone in holo does this, or even most of vtubing for that matter.... but she has rarely ever done them for some reason.
