I think you are sound in your other points but if no one is allowed to tickle their woman moments unrelated to wasting their already short time (projects being canned, stuck in middle management, etc), then Holo is the perfect place.
I do believe everyone getting fed together is the best format in the end of the day, it removes a huge vice borne from internal competition, but you can't just place pressure on your audience if there's nothing huge at stake (job security, for one).

Really impressive effort by everyone to try and get to 1000 pages before the end of the year by arguing about shit like this.
