I'm pretty sure before graduation she was already over 100k followers, but engagement outside of artworks didn't reflect it, I'll give you that.

No. But if she adds something substantial enough to be copyrightable then there is a copyright there (that she could potentially own, if cover messed up the contract - and, perhaps more importantly, that she has moral rights to even if they own the copyright) and work that uses all the lore needs the consent of all the copyright holders.
If she's been performing, identified only under that name, then that name is her stage name and she should have rights to it as a stage name. That it's also the name of a character with a design etc. that she doesn't have rights to would be neither here nor there as far as the law is concerned.

Besides VSJ, most corpos stick to YT, people like Saruei did work for (iirc an official Mori dakimakura) Holo and a fair amount of Fanart but her streaming is mostly on twitch too
I feel like alot of chuubas are just overlooked on a person to person basis due to them just not streaming on a certain platform, since not everyone multi streams
That I can see. After starting doing content and dwelling into YT more with Ami, Meche and Spica you can clearly see the difference in culture and reach, mainly for offline content. Still doesn't excuse her case as much considering how many fanarts, models and shilling she did for corpos, you can scroll her media feed to check for some.
Most of her growth and network happened before the multistreaming policies loosened up as well, she was frequently requested until she got her prices up in the sky, just like DyaRikku and Nanoless.
