It is a bit common practice for ID locals to live on areas away from Jakarta (but not too far) and went to Jakarta to work there.
Ideally you want to stay there to be close to your office, but with how hard it is to find decent or cheap place to stay, they just stay on town/city near Jakarta instead.
Kuro might be trying to smart and hide where he is exactly, but again, he could be telling the truth that he has a "office" to work with (and matched to how you need to setup the dual citizenship KITAS thingie) while having a place to stay somewhere near Jakarta.
