tl;dr = The parliament wants to change a constitution law relating to governor election, people smell blood.
The constitutional court changed the election requirement for governor positions, one is the number of seats on the parliament that is needed to put forward a candidate and an age requirement of 30 years old.
The outcry happens when the parliament tried to put forth their own constitutional changes, and the one that is very noticeable is on the age requirement. Requiring the governor-elect to be 30 on the inauguration. So if you are under 30 on election day, you can run in the election. I think this part is the one that angers ID.
Now why is there huge outcry? The current president has reached his term limit, and last year he have done some fuckery in the constitutional court, changing the requirements to become a vice president. His son who have ever held one position in government won the position of vice president-elect.
This year there will be a governor election in the tail end of this year. The people senses a deja-vu when parliament tried to put forth their changes. And it all lines up, the president other son, is currently 29 years old, and if the changes passes through, he would be able to run, think it's going to be a vice governor position. Because he would turn 30 on inauguration date.

The reason why vtubers (and their PL accounts) decided to chime in into this aside of nationalism sake is that it all started from this "NATIONAL EMERGENCY" image that was first shared on IG by a notable ID journalist/news reporter, but gained viral popularity after a weeb and HoloID Risu simp posted the image on twitter (which was made to respond a tweet hinting the possibility of shitstorms that would've happened on 22nd).
Whether the virality works or not, it does lead to plenty of vtubers in ID and other weebs in the country to show their supports and nationalism against the government. While it might be seen as sudden or whatever, one of the possible reason why they do this is possibly related to a planned law that was set up several months ago involving the aspect of media within the country.
TL;DR the "RUU Penyiaran" (Proposed Broadcasting Law) = the Indonesian's Broadcasting Commission would have monopoly control on what can be broadcasted or not, which would also includes Social Media, and by extensions.... virtual youtubers. Also its vague enough that while it sounds fine on paper, the possibility of everything getting censored on a whim of bunch of boomers would be very bad.
Now, the proposed law itself isn't up yet, but the due date is around September and with that whole "government changing things" bit, the possibility of said law being added is up there, and it kind of make sense that the people are taking actions against it, just in case things do happen.

There's something, I don't know how to explain it, darkly hilarious about this. IIRC One of Jurard's inspiration to become a Vtuber was Millie, and I think he may have even mentioned her in one of his first streams... only for a hypothetical collab to happen after everything that happened with Niji during the first half of the year.
