It was private for a while, so I'm not surprised more people didn't know about it. It's her fangirl account where she gushes about the idols she's into and whatever interest she has at the time, which is currently Grand Blue Blue Archive. And as far as I know, there are no restrictions for both IRL and model streaming. I'm pretty sure Gundou used a black blob monster thing as her model for a bit while waiting for her actual model to be finished. I don't know what constitutes as IRL streaming, but Xia has been doing facecam streams since she graduated. Most of ID don't seem that into vtubing anymore and are just using facecams.
