Percentages are a clever spin and even my hands aren't clean of using them, but realistically it's better represented as 4/38 (10%). If you describe 'quitting' as a completely independent choice to leave the company then it's actually 2/38 (5%). When Sana chose to leave it was also a 10% quit rate but I doubt you'll make the same argument because it's equally dumb. People leave companies: more employees = more people leave.

This is an interesting point but not because you're right. We actually still don't know the extent of what's going on with VTA at all even as I type this.
One member, Kusakabe Azusa, reincarnated into Brave Group's 'Blitz Wing' group as Mitsunoki Jill with a similar design to her VTA, implying she graduated normally. Other Gen 2 members like Tachitsute Toto and Onibushi Chihaya (as Milan Kestrel) debuted into Niji a few weeks ago (along with Shioriha Ruri of Gen 3). This means that there's actually 9 members unaccounted for who could still debut into Nijisanji and weren't necessarily let go, as those 9 left at the same time as Toto and Chihaya who came back.
That aside, though, it's what VTA is there for. You don't get fired from school, you just pass or don't pass; and given the company pays all their expenses with no immediate recuperation it is reasonable that whatever security issue the others posed is grounds to remove them, because if they do it there then they could do it inside Niji NDAs. You'd struggle to pin that as a negative against the company in good faith. The company even acknowledged the shortcomings of their internal processes as a result and closed VTA down temporarily to improve their security measures.
