Even Cover at a time was guilty of hiring underaged members. And we would have probably never gotten Haachama, and by proxy Coco if not because of it, and by proxy of Coco most likely some other vtubers who were inspired by her, and on and on. At least I think she was under 18 when they hired her originally.

Haachama is valid point, but this is not about legal age etc. Established well-oiled company can take fickle younger talents, but new startup from unknown people? Nah, this is too much of a gamble to me. This is vtubers we are talking about, menhera paradise. At bare minimum, you need some experineced manager who worked with teenage talents before. Which Holo had, afaik (becasue japan and idols)
